This book constitutes the refereed proceedings of the Third International Conference on Intelligent Text Processing and Computational Linguistics, CICLing 2002, held in Mexico City, Mexico in February 2002.The 44 revised papers presented together with four invited papers were carefully reviewed and selected from a total of 67 submissions.
